Dr. Nnaemeka O. Ewelukwa | Managing Director/CEO

Dr. Nnaemeka Ewelukwa, brings over 25 years of legal, regulatory, and executive leadership experience to Africa’s power sector. A recognized thought leader in electricity law and policy, Dr. Ewelukwa has held pivotal roles in government and the private sector, including serving as Managing Director/CEO and General Counsel of the Nigerian Bulk Electricity Trading PLC (NBET). Under his leadership, NBET delivered critical reforms, negotiated landmark power contracts, and laid the groundwork for Nigeria’s transition to a competitive electricity market.

His expertise spans the full energy value chain—from power project development and contract structuring to regulatory reform and cross-border energy trading. He has advised ministries, regulators, lenders, investors, and multilateral agencies, and co-authored globally recognized handbooks on PPAs, project finance, procurement, and energy storage.

Dr. Ewelukwa founded PIIL to accelerate Africa’s power transformation through tailored advisory, actionable intelligence, and capacity-building support. His deep knowledge of African energy markets, proven track record in complex transactions, and passion for public-sector strengthening make him uniquely positioned to lead this mission.
